I'm aware that this is still a work-in-progress, but I just thought I could give you a few pointers about what you've got so far :)

I wouldn't know about the Roman Empire being her dad since, you know, London was and still is part of England. The land that Londinium was built on still existed before the city itself.

I've always thought cities and capitals would be more like children since it's a bit weird that capitals and countries are kind of on par with each other? It might seem a bit off since a lot of capitals are as old, if not older, than the countries themselves, but in Hetalia canon, if you're a colony, no matter how old, you tend to be a kid. Strictly speaking, China should look middle-aged, but he looks no older than the next nation. But, hey, it works, and you haven't done it to pair your OC off with as many countries as possible like a lot of people.

I like how you're trying to incorporate the cultural effects from other countries into her fashion, and I can tell you've done some research, but remember that London's appearance is meant to represent the appearance of everyone living there, and I'm pretty sure that even the majority of the London population don't dress like that. The whole Church of England and ripped shorts/cut-off top is really contradictory, and, honestly, the black choker is more like an accessory than anything religious. This might sound like I'm kicking a dead horse, but the freaking CHURCH OF ENGLAND is in London. The monarchy get married in there, it's a very traditional part of both nation and city, and you get a lot of stick for not showing respect for it. You also have a lot of detail about the modern fashion changes in there, but hardly anything about, well, the stuff before the modern times. As you mentioned yourself, London's history goes way, way back. Try and incorporate the culture from those times to your OC. The Hetalia series are also set mainly during WW2, so that might be something to think about.

I dunno where you got the whole patriotism idea from, I mean, sure, the British get offended if you critisize its country, but the funny thing is, the British are also really self-deprecating and make a lot of ironic side-comments about its own country. Take it from someone who lives in London :)
